The LCA papers process provides the conference organizers with several
lists:

 - a list of papers we think should be accepted
 - a list of papers we think should be reserved for backups (either they
just missed out, or are talks from already accepted speakers)
 - a list of papers to decline

What the conference organizers do with those lists varies from year to
year. Some years chose to tweak the accept list more than others for
example.

So, it is definitely true that the conference organizers have a list of
backup talks, because we give them one. What they chose to do with it is up
to them.
